do i understand it right?
cab files in source folder gets applied as update while install?
since when?/which version? documentation?

The dynamic update/sources files mostly are for upgrade compatibility purposes (during upgrade setup).
They are also downloaded when the checkbox "search for updates" is checked during upgrade setup.

and by reading it again. my question doesn't make sense. i thought about extracting msu to cab and place it. but it says extract cab and place it. which than will mean updating resources for windows setup of the sources folder which are all (except setup.exe and wim's) not used for clean install.

Dynamic Updates for sources folder are cab only, no msu's.

There are two Dynamic Updates types:

SetupUpdate
separate installation media files (KB3172991, KB3179569)

ComponentUpdate
real cbs package update to be integrated with dism, usually for winpe or servicing stack (KB3142588)

 

plain Windows 10 always means 10240 per msft standards

 

But now i know how to check it It's all about learning
