Windows10.0-KB4018483-x64 will uppgrade me from 1607 to 1703 ? or i have to 1st download the full iso and upgrade with that and this is just a CU for the new build~!!!

You have to upgrade from 1607 to 1703 1st, either by Windows Update or download 1703 (15063) ISO.

Guys anyone know which update should we have in order to use delta updates? And where you get this information from? nothing is in description of updates. :/

For example, 2 logons with a bad password could result in an account being locked out if the account lockout threshold is set to 3 or 4.

I will try that as an interim measure. But, I actually depend on this new functionality, I used it to push 1607 to the desktops at my company and it actually worked. Planning to do the same with 1703.
