    Right, I updated my regular Windows 10 Pro 1709, with 1803 17134.5 ( Update from .1 to .5 integrated into Wim file) , and today I got the KB4103721 witch downgraded my installation to 17134.48.

    Talking about Windows 10 Version 1803 here and its issues.
    All other Windows versions updated as expected.

    I think your enquiry is for @abbodi1406, but trying to reply with what I know.
    I tested further with 17134.5 and Flash was still not offered.
    I haven't seen such WU inconsistencies in Windows 10 since 1607 was released as desktop OS and server OS as 2016. They were both fixed since, if I remember well by a patch in September 2016.
    I keep repeating that even usoclient startscan does not behave in 1803 as we are now expecting from Windows 10. It will likely be fixed in 1-2 months, but I would expect better behaviour after so many Windows 10 releases. Even the rs iteration is at number 4.

    Could you test what happens when the IP 17134.5 CU is not nstalled, to see if the flash update is offered? I will test it myself but that will be later tonight.

    my two 1803 installations, where flash was not offered, were 17134.1 non-insider installations.

    i upgraded from 17134.1 to 17134.48 it means i am running RTM ?

    The status of 17134.1 being "RTM" is known for a few weeks now ;):D

    Three installations of 17134.1. One with 17134.5. None of them had the Flash update offered.

    ok, now 24 hours later, updates are showing up on my 1607 (LTSB) installations.

    There appears to be some confusion so let me point out that these are not decimal numbers. 17134.5 is less than 17134.48 as the leading zeroes are missing:

    17134.00005 < 17134.00048
