There appears to be some confusion so let me point out that these are not decimal numbers. 17134.5 is less than 17134.48 as the leading zeroes are missing: 17134.00005 < 17134.00048
Same thing with 17134.1. I noticed that the updates for Windows 10 1607 and Server 2016 were revised and now they show in WU. We may see the same for the Flash patch for 1803.
I never got KB4103729, which was released on 4th/May, on WU of 17134.1. It was only after installing CU KB4103721 that I received that update on WU. Funnily, KB4103729 was released on WSUS on 08/May. I think something is up with the MS update servers. It didn't offer me the delta update for Windows Server 2016 (KB4103723), either. Despite being on the latest version 14393.2214 at that time, it just downloaded the whole big CU update.
