I finally got a clean run with W10UI. Even though the online /Get-Packages output did not show that the February updates were installed, abbodi1406 was correct in pointing out that the new updates were present in some form or the other (staged/failed/etc). The problem was that I was unaware of this or how this happened. I managed to remove the "partial" updates with /remove-package after various attempts. The moral of this story for me - don't always believe /Get-Packages.

Where are Windows 1909 download links/threads? Also, does version 1909 suffer from DPC latency spikes with NVidia cards and drivers like version 1903? Are there any heavy issues with version 1909? I care mostly about gaming and entertainment (playback with MPC-HC, madVR, LAV Filters). When is version 20xx coming out?

perhaps late spring 2020 (possibly either late April or sometime in May) MSDN users may get the official 20H1 ISOs in either late March or mid-April I already have a 20H1/2004 version (build 19041.84) installed on a custom built PC - doesn't use nvidia graphics though but AMD/ATI Radeon instead as the dpc latency problem does not concern me
