for ltsb 2016 x86, i had the oobe hang problem and can't pass oobe anyway when I didn't know mandatory sshim fix. so, no problem with 8.7 test or 8.7 test2 , i have the same result (and same as @ElFumaor (oobe reboot if internet is available as regular)

did someone find a reason why some people can't update 19042.508 to 19042.538, I try everything. is it a sku problem using enterprise iot
I tried a few of the usual fixes and had the same results, 3/6 systems simply refuse to install this CU. I'm going to wait until the next build before I troubleshoot any further. With any luck there wont be anything to troubleshoot by then.
It's a specific IP update for teams/surface hub, nobody knows what it is or does, so don't install it only to have 19042.538 in winver.
