I think this has more to do with business configurations where the timelines for various events are determined by the business rather than Microsoft Update. Microsoft has probably received a lot of feedback from businesses requiring less updating enforcement and decided to partially admit that Windows LTSC "may" be used and will also release Office LTSC.
I'm trying to make a W10UI x86 ISO. Using the downloads from the 2004/20H1/2009/20H2 19041/2/3.xxx Updates Overview (19041/2.804.1.4 / 19043.844): It finishes with 'Writing 906 files in 87 directories to Win10_19041.1_x86_2021-02-24.iso' and when it installs the LCU it only takes a second, not the usual minute or so. KB4601382 msu is totally weird! Normally the cab files for the components are in the msu "root". Initially I thought I downloaded a different package or that Microsoft reviewed and changed the CU, but at a closer look I found the 2 cab files under another cab file. So Windows10.0-KB4601382-x64.cab contains inside a file with the same name.

Where can I find KB4584642 on the Updates Overview? I thought one didn't have to integrate this package since the EP already installs Edge Chromium. Also, why did you include the latest SSU if it's already integrated into the LCU? Does one have to integrate all EP or just the latest one?
