Here we go again... Those DISM commands, to change the version number to 19045, comprise a "Fake EP." In other words, there aren't any new functions or features that are enabled by applying those commands other than to change the version number to 19045. So the suggestion is to wait until a KB is released for the "Real EP". That EP is currently available internally, but not at large.

All Updates are language neutral, so unlike in the XP days where we had multiple language versions of the same update, you can install these MSU updates on any language version of Windows 10, as long as the update is applicable to the version of Windows 10 your using.
