Untrue — new KB5011048 10.0.9256.2 contains some files (eg. System.dll) in newer version (4.0.15840.302) than newest DotNetRollup_481 10.0.9256.3 which contains version 4.0.15840.295. There have been also times when DotNetRollup contained a NET 2.x update that DotNetRollup_481 didn't. You should install all three (unfortunately Windows Update doesn't — still it's much better than in Komm's Update Checker days)
Could it be that MSFT stopped offering the winre updater (maybe i missed an announcement)? I don't see it offered on my uptodate 19045.4651 installs
They were always checking that version what's changed is that they now check if WinRE is enabled, and if Recovery drive is large enough
similar situation with Win11 RTM build 22000 21H2 if the WinREVersion reg value is at least "10.0.22000.2710" kinda surprised that KB5034440 is not mentioned in the Win11 section of this forum but I see mentions of KB5034441 for Win10 after doing searches for KB5034441 which turn up something but searching for KB5034440 turns up nothing
