Looks like the KB5053598 LCU replaces the OOBE KB5026037 update.
I think Microsoft started to add the OOBE updates now into the LCU for Windows 10/11.

set UpdtBootFiles to 1

 

I tried that too but it's not working. And with UupDump it also work with UpdtBootFile=0.

 

sounds strange because even MSFT ISO's are not updated to the latest bootloader

you should use the full updates set with W10UI, I think new certs come from LCU

I'm currently having a senior moment, but isn't an online resetbase supposed to remove the previous LCU etc. on LTSC (21H2)?
When I run resetbase it ends in less time than usual and the previous superseded files are not removed.

Sorry, this is related to a problem I posted here. My memory is gretting bad.

There seems to be an issue which I keep forgetting about when using a recontructed 19041.1 wim for an install. The following reg entries need to be removed if a new LCU update does not cleanup correctly.
