After using v.1.1 and doing that 'hard' removal of the user picture now v.1.3 works without any problem.

Not really the place to post a question about the forum itself, but I'm getting notifications just fine.
The change lockscreen function does not work. If you restart the device the default image is the cave even if you change the images under c:\windows\web\screen or use this tool. It seems to be embedded somewhere. Not sure if it is in the PRI file.
Have you tried opening Windows 10 Login Changer 1.3, going to the Advanced tab and making certain Disable Lockscreen and Disable Login Image are both set to off? Unfortunately, I can't add any input on the PRI as I haven't needed to use it. Just throwing stuff at the wall and seeing what sticks...
The LockScreen changer option in Advanced does work, you need to apply one within windows personalization/lock screen first (before applying one with this tool). Ive pointed this out in the readme.txt: Code: Note: Sometimes using the 'Lockscreen Changer' option, the Lockscreen will not change, you need to apply one with windows first!
I have tested again on a new install of windows 10 and it seems to be working ok. Not sure what changed. edit: If you have multiple accounts on restart it applies the default cave image again. This I'm not sure where it comes from. Once you login with a user it goes back to what is set.

Are you on Windows 10 1511 update build? Do you have a Windows OS install disc? Any Windows OS disc will do; it doesn't necessarily have to be a Windows 10 OS install disc.. You can also use a recovery disc if you have one. Post back and let us know so we can best assist you.
I believe I am on the most recent build, and I currently do not have any discs handy (I ha e images in my computer but that's not very helpful right now lol
I am not. Basically I am booting to a black screen with cursor. The only command I have been able to have work is win+p to pull up the display charm menu. Ctrl alt del gives me nothing. I have also tried hitting Ctrl to get into a possibly invisible password field and typing my password with no success.
Also I am able to remote in with TeamViewer to the same black screen and I am able to access files shared via home group using my tablet.
Try hitting Ctrl+Shift+Esc That should hopefully open up Task Manager Also try hitting Win+R to open up a run a dialog. It's a stretch but, try it anyway..
