You could have saved the trouble, it's just the 10586.0 iso with 2 updates which both are already superseeded at march 1.
Language Pack and 1511 (Updated Feb 2016) from MSDN Failure installation of any language pack. You can not install them.
Such an issue have been seen here and there. I could have successfully done it only by manually adding a language pack. ex. dism /online /add-package /packagepath:C:\en-us.cab Recommendation by MS blog: To add a language pack 1. Uninstall cumulative updates 2. Restart 3. Install language pack(s) 4. Restart 5. Install cumulative updates 6. Restart
Meaning it has to be done in that order to solve the issue. I am going to try it out myself. However, nice finding.
