That kinda changed with 26100.1742, that has become the base version for updated 26100.xxxx ISOs, (the files from level) KB5046740 need(s) to be present every time a later LCU is installed/integrated.
Even with this "change" I think that if is "cumulative", all previous updates MUST be included. So, when I said that Windows 11 made me feel like using a beta or RC system; I was hardly criticized here on the forum for the other users. LCU includes all previous updates, yes, but that's not the point. The point is deltas (these contain only the differences from a certain reference point, with base + delta = final patched file). MS changed what they use as base for the later updates. Previously, they always used the xxxxx.1 build as reference, and each LCU included only the changes from the xxxxx.1 files. If LCUs did contain the whole files, the package would be huge. xxxxx.1 files were never deleted from the OS image. Now, for 26100 and beyond, they will constantly change the sub-build they use as base. This is called "checkpoint updates". Doing that has the advantage of having smaller LCUs (since the changes from last base are not that big as the ones from xxxxx.1). However, it has the huge disadvantage of always requiring the last checkpoint update to be around, as the update process uses it and the forward deltas in the latest LCU to build the final package files. It cannot rely on the SxS Store as the packages stored there might not be the correct ones.
+faster download & install time=overall lesser time + system resources created a 1742 ISO from UUP with DISM+ResetBase=1 & that received the latest LCU KB5046740 and updated to v2454 w/out any problem. with that same base 1742 ISO, what happens if I use DISM+Resetbase to create an up-to-date ISO by adding the latest LCU KB5046740 with the help of uup converter? Will there be any Windows update or other errors/issues?
That;s not working, the UUP converter can only be used with UUP file set, it can't update an already existing ISO. That's not something special, i always use full resetbase in W10UI, People who are running special chopping commands to clean the remaining files, needed for WU to keep working, can and probably will encounter errors.
I mean, placing the LCU KB5046740 into the same v1742 UUP folder & then, re-run the convert-UUP.cmd with DISM+Resetbase=1 not saying it's special, just asked as since the checkpoint update introduced, many saying DISM/Resetbase are broken or breaking the system.

Tomorrow is Patch Tuesday. At XYZ time microsoft releases the monthly updates. Everything after that is wishful thinking and unrealistic expectations. No one here can give you any "inside information". You wait, you see. If you don't get it as early as you hope or it doesn't fix your issue - proceed to troubleshooting or straight up re-install windows if you like.
Either the msu file is corrupted (bad download), or your OS is missing some Root certificates check you os with: sfc /scannow
