This update is not installing after online /ResetBase command on ru-RU 22000.318 build any 22000.318 ISO from UUP Dump with Cleanup applyed can't be updated too, I checked it several times in VMware Workstation with ru-RU local but not sure about en-US

Resetbase at ISO creation doesn't affect the online installation of new (IP) released updates, only online cleanups do.
I thought so too, but somehow my homebrew ru-RU ISO from UUP Dump with Cleanup and Resetbase options can't be updated at all I've converted another ru-RU ISO without Cleanup and updates are installing with W10UI or WU with OfflineInsiderEnroll 2.6.2 script, so somehow Cleanup in UUP-ISO converter breaks new LCU installation on ru-RU local I'll try to provide full logs here along with video, it will take 2 hours I think
Only the running of W10UI would have been enough (no need to see people still applying the boot.wim reghacks manually during install). Now please share the log files mentioned when the error occurred.
I've added DISM log to the post, it says "The source files could not be found", so this is because of Cleanup

@Enthousiast I've converted en-US 22000.318 ISO from UUP Dump without NDP48 and Defender updates and successfully updated it with W10UI to the latest IP LCU Well, ru-RU is broken after cleanup with UUP-ISO converter and en-US is fine, I hope Microsoft can fix it before January
WIll create the 22000.318 ru-RU ISO over night @abbodi1406 please check his and mine conversion logs, defender update is integrated all over the place, filename related?
dism can not install new .346 preview update. it gives PSFX_E_INVALID_DELTA_COMBINATION error. but win10ui installed successfully.
convert-UUP.cmd will be updated soon to instegrate the LCU via manual created MSU file this will probably fix the error of installing newer LCUs when update cleanup is performed

Some findings about Windows 11 MSU install thing: - it can be installed on current running OS with DISM this is helpful for UUP updates, because it doesn't need WSUSSCAN.cab (which is required for normal msu installation) - the onepackage part in "onepackage.AggregatedMetadata.cab" can be renamed (e.g. 1.AggregatedMetadata.cab / whatever.AggregatedMetadata.cab) but it's best to keep the official name - DesktopDeployment_x86.cab is not required to exist if the Host OS is x64 and the image is x64 however, it's required if the image is arm64 - DesktopDeployment.cab must exist in all scenarios - for offline integration, only 3 files are required from DesktopDeployment: dpx.dll / TurboStack.dll / UpdateAgent.dll those files (along with ReserveManager.dll / wcp.dll) are part of the servicing stack (inbox or SSU) so it's possible to manually construct both DesktopDeployment.cab / DesktopDeployment_x86.cab for this scenario (tested successfully)
Tried to install the latest updates and my anti virus F-Secure flagged a file from extraction in the process of W10UI as a virus even Microsoft get flagged these days lolz!
It's already working for offline integration for all Windows 7+ installing msu online with dism is prohibited for pre Windows 11
