it's a hybrid version - there was NO official 7106 ENG release, just a chinese one. After that it was modded with 7077 ENG language pack to add English support. I would stick to 7077 If I were you.
I have that file installed and it works perfectlly. I didn't find any single indication that it was translated... If it was, good job to the translator!
Ruix - the translation team was MS, so yeah - it should match the quality of the build it was released for (7077). But - if you read the article "Charting Windows 7 development" closely then you would stick rather to 7077 build, cause it's more mature than 7106. The best bet would be to wait till the RC-build (possible but unconfirmed for 100%, that it would be build 708x) is leaked.
