Yes, sir. On my machines IE 9 is installed and this update can not be applied. On the machines where IE8 is installed, it can be applied.
No, Microsoft provided this version today. The old version is dated from March and this version is dated from today. The older version had several problems with Windows Update, so Microsoft decided to provide this new version.
