this is weird, as I updated 2 windows 7 installations and in both cases the SSU KB3177467 got installed after a reboot after the installation of the CU KB4462923 -andy-
KB3177467 is exclusive update, it will not offered in WU unless you install/hide all other updates, even optional ones that's why they paused KB4462923 currently, it doesn't show in WU unless you install/hide all other updates too
On machines with the predecessor installed, that update will only register metadata and won't require any reboot. As it looks, the files are the same, only it is now released as security update.

THANKS
Good enough maybe these security updates too: KB3156016 DirectX KB3159398 GroupPolicy KB3161949 Winsock KB4457044 .NET 3.5.1
I don't know how new this is, but MS seems to have disabled the hotfix and the fix it downloads: The Hotfix service is no longer available Easy Fix solutions are no longer supported or offered for download -andy-
They are too hurry to reach 2020? hotfix download links still works for now either hotfixv4.trafficmanager.net or hotfixv4.microsoft.com
Maybe they are going to make Windows 7 updates full cumulative soon? Maybe they are going to make Windows 7 updates full cumulative soon and all the hotfixes will be integrated?
I remember few time ago Microsoft promised to release a full cumulative update at the end of 2018 which is supposed to replace KB3125574, but there is still not news about it.
Don't get me wrong, but i don't thing they're gonna bother with an OS that has come to an end (for them) and when they have so many Windows 10 builds to pet. You see that i didn't mentioned anything about Win 8.1.
They already canceled that specially that 98% of Win7 hotfixes are included in Convenience Rollup KB3125574
It is still not clear why the Convenience Update is not made more official by posting it on Windows Update to have a single baseline and not two baselines, as there are differences in the final outcome between the two ways of updating with and without the Convenience Update. A possible explanation may be that the Convenience Update was put together by a different group within Microsoft, which comes from the PFE side and not from the product group. The wording and names of the engineering teams might be slightly incorrect, but you get the idea.
I think he does. It's just that he said "telemetry crap", as in "even more than what's already in there".
WER has always been completely disabled and cut off on all my PCs, since the early XP times. So has CEIP. Dealing with that for a long time now. By "Telemetry crap", which indeed implies "more than already was there", I mean the new era of Telemetry, the one that you cannot simply refuse without digging into the bowels of Windows. We know how to do that, casual users won't. Why should I get the offender onto my PC, only to have to deal with it afterwards? It's already in the name of the beast: Convenience. It isn't a requirement and should never be. More convenience for you means, you need to rely on others. They might screw you over, and MS has a well-known track record of screwing people's PCs, don't they? Personally, I prefer to manage my machines by myself. YMMV.
