    Yes it's safe
Monthly Rollup (and July Security Only) already contain what KB5016892 contain

For the first time I did not receive the NET Framework update in WU. I do not know why.
I have downloaded and installed it manually and the result is OK..
So I am very happy to see new updates on this website. Thank you !

If I were you I'd do myself a solid and not rely on windows update at all. Disable it completely. If you happen to NEED an update, find it here, download it, install it manually, move on. Windows 7 is more or less neck-deep in WU nonsense, re-offering stuff that's already installed or already superseded.

The supersedence of the ESU packages is messed up.
According to the catalog, 2020-02 KB4538483 is superseded by 2020-05 KB4538483 which is superseded by 2020-07 KB4575903 which is superseded by 2020-08 Security Only and 2020-08 Security Monthly and supposedly any other Security Monthly ever after.
    2022-08 KB5016892 supersedes 2020-02 and 2020-05 but not 2020-07 KB4575903 and is superseded by 2022-09 Security Monthly.

WSUS has a different view which is consistent with my functional observations and says that KB4575903 is not superseded. I didn't assess this ESU at the component level to see if it is superseded.

For me the only proper functional configuration is to have ESU 2020-07 KB4575903 installed and none of the others, including the latest one.

Note: I mentioned this because in theory only having 2022-09 Security Monthly installed with the 2022-09 SSU should be enough according to the catalog, but this is not the case. In this configuration, WU offers KB2952664 instead which has been long superseded and does not see the latest Security Monthly KB5017361.
2022-08 ESU KB5016892 is redundant being properly replaced according to Microsoft supersedence rules.

All the above applies to Windows 7 64-bit Enterprise with BypassESU-v11 correctly installed and to confirmed multiple times installed and uninstalled with reboots in between.

Other people's experience may be different though.

Thank you Abbodi. Now I have installed update Licensing Preparation Package for WIN7 (KB5016892) and this morning I received in WU KB 3108664 to istall. That dates from 2016 ? Has this something to do with LPP KB5016892 ? What should I do : delete KB5016892 and not install the update of 2016 ? Or keep KB5016892 and install KB3108664 ? Can you advse me ? Thanks in advance.

See my post above. Only install KB4575903 and skip the later KB5016892, which is superseded anyway by now. It will save you a lot of time and issues, even if they are mostly cosmetic as discussed few posts above.

Thank you, I have deleted LPP ESU update KB5016892 and now I do not receive the other update KB3108664 (2016) anymore.
Concerning the LPP ESU KB4575903 (july 2020), I did not download and install it then, because it was not necessary (I read that on this website)?? It was useful to newcomers ? I am here since January 2020.
So I am a little bit confused.I have not installed KB4575903 and I had/have no troubles of updating at all ..

Then this explains everything. As I said before, see the last few posts from me and @abbodi1406 and the referenced post from @Carlos Detweiller and you have everything that you need.

    Hi,

There has been a supersedence mess in the past concerning the ESU updates and that's the case again now. The new ESU Licensing Preparation Package update (KB5016892) is superseded by a Security Monthly Rollup (KB5017361), actually making the "old" one (KB4575903) the normal, to be used ESU Licensing Preparation Package again. As a matter of fact I've written a whole blog post about it (quite detailed). I can't post links (yet), but you can use a search engine and try to find the WinDoh wordpress site. It's a post from August 2022, but I've updated it today.
Be welcome to read it, but please make a lot of coffee first ;-)

    Regards,
    Pedro

Just do a WSUS server cleanup by running the Server Cleanup Wizard with all options ticked and you will get rid of the old revisions if the supersedence is still an issue. :)
