Always install the msu updates (if not already installed) for exe updates, if you have .NET 4.8 then install ndp48-xxxx otherwise, install ndp47-xxxx

GetPackages.cmd isn't updated, it just uses Microsoft dism to list the installed packages along with any supersedence info
I thought you were also using UpdateChecker.exe which is database related and gives you the latest on the status of your installed updates. No sure how reliable the state information is on supersedence from just using the packages.txt.
