    Try Adjusting Clear Type text

    ( right-click on desktop-> Screen resolution -> Make text or other items smaller/larger -> Adjust Clear Type text)

    Or disable it

    Nope, from the looks of the screen, that's the lack of cleartype tuner correctly configured.
