You can always install a language pack later on Ultimate, once this build is supported by Windows Update.

You do realize ultimate and enterprise are the same right? Only difference being enterprise is volume license capable.
Enterprise and ultimate EDITION have the same functionality yes. But the enterprise iso only contains enterprise, the ultimate iso contains all editions (starter if x86, home basic, home premium, pro and ultimate)
and Windows 7 Ultimate can be activated using SLP OEM Key/SLIC 2.1 BIOS method, while Windows 7 Enterprise can not be activated using the SLP OEM Key method, because we do not have any leaked SLP OEM Key for Windows 7 Enterprise. I wonder, were there ever any SLP OEM Key for Windows 7 Enterprise ?
