    Run sfc /scannow as an admin if not malwares or viruses has been found. :)

    It is an old and a familiar story. First try this tutorial. Windows Update - Reset, if do not help, You must find the reason,
    Most likely damaged Windows or some damaged files that cannot be restored, or some not-working services.
