I see yes, after looking into it, KB2976627 contains updated inetres.adml (lang resource for inetres.admx) whereas KB3003057 doesn't so until they update/include it in next cumulative, KB2976627 is still required for Windows 8.1 (just like it's still required for IE11 in Win7 despite ms marking it as superseded)
I see KB2959977 superseded but not KB2934018. So after I install Windows 8.1 Update clean install, I need to install only KB2934018 but not KB2959977 after it ?

Actually, even though KB2989647 will be the active servicing stack, but the system will need one of KB2975061 and KB2919442 (or KB2969339) to be installed or else dism will throw error (not necessary visible, but in cbs.log) every time an online servicing operation run and the Windows Foundation package will wrongfully identified as version 6.3.9600.17031 (the correct version 6.3.9600.16384) of course, this is due the fact that KB2989647 require KB2919355 as prerequisite === KB2995004 is Bundled with both KB2975719 and KB2984006 if it's not installed, it will show in WU under both rollups

Should the change log be revised for 2014/11/12 under Superseded to remove the line "2976627 (by 3003057)"? Also, under Superseded, is "2976978-v3 (by 2976978-v4)" missing? 2976978-v4 was added but 2976978-v3 is not listed as superseded.
Revised now as for 2976978, new version is enough to know it supersede the previous i guess that update will be updated monthly
