    Actually, Windows8.1-KB3021952 contains the language neutral file of inetres.adml while the language sources are included in Windows8.1-KB3036197. KB3036197 will be installed together with KB3021952 silently by Windows Update Agent without record in the update list.

    It's kind of weird that KB3036197 was made as a seperate cab and it can not be found in Microsoft Download Center.

    In addition, another update - KB3023607 will be installed silently with no record either, which seems to be the supplement to KB3023562.

    it's not found even in ms catalog site, apparently they remember it late

    February 2015 update rollup KB3026022 is delayed (probably next tuesday)
