Both of those were a part of the October Patch Tuesday. They were on the October Security DVD as well, for 8.1 Preview. (These security bugs were already fixed in 8.1 RTM, so the only October security fix that was applicable for RTM is the IE one.)
I know that, but i thought since they are released in the OEM image along with GA Rollup A, that they are new and ment for Windows 8.1 RTM
Nah. If you look at the timestamps for the files patched in Windows 7 and earlier for those hotfixes, all those predate RTM.

I received this update via Windows Update and surprise surprise... Touch Cover does not work anymore. Only the touchpad and upper function keys work. It seems like it does not want to install the driver for Touch Cover Filter Device.

Me too. The touchpad/mouse movement works on my touchcover, but the alphanumeric keys do not. Oddly enough, the MS Trackpad app does not see the Touchpad- even though the 'touchpad' seems to be the only working part of my touchcover . I removed the keyboard in Device Manager and then added it back, rebooted, still nothing. Well, I guess that using the RTM for all this time finally bit me in the butt.
I received Broadcom's Bluetooth driver update via WU. And now my Bluetooth doesn't work from PC settings app, but its still on and usable from the desktop.
i install normal this rollup A for x86 but these 2 updates WIndows8.1KB2883150 and windows8.1KB2847311 it show me this actualization is not applicable for your pc ? why

There are 2 components of the big update 2883200 that I was not able to integrate in any of my DVDs: hyper-v-d..ch-coresystem-state Hyper-V-Drivers-VmSwitch-CoreSystem-State wvms_pp_coresys.inf both seam to belong to hyper-v but are also not installed on "HyperV 2012 server" or "Server 2012R2 core" hope they do not have to be installed online.
