There may have been a change in the detection mechanism for KB3173424 in May 2017 when it (metadata) was updated. KB3173424 certainly gets installed by KB3172729 in 2 steps, without having KB2919355 on the system. However, current testing on Windows Update shows that KB3021910 is offered AFTER KB3173424 without KB2919355 on the system and I think this is the change brought by the May 2017 update of the latest SSU. We can probably leave it at this for now, but the issue is real and interesting nevertheless. The testing above was done on Windows 2012 R2 Standard installed from the RTM ISO, with only KB2883200, KB2894029 and KB2894179 preinstalled.
It adds a server-specific policy override for WU i don't think it has any effect on Win8.1 client nonetheless, it can be treated like any other regular update
