    It is a piece of software like any other, not part of Windows. If you do sysprep you can install it in the base image before sealing it.

    For .Net 4.8 they offered the update from which the .can could be extracted and integrated into a mounted image is what I want but apparently, I'm gonna have to wait for it to become available.

    This is kinda important because soon the applications will start to appear only supporting .NET 5 and with upgrade tool, other applications build using older versions of .Net will also be upgraded to this version 5. I don't like my OS broken and having to install the prerequisites every time I install an application.

    Lets hope they offer this soon through Windows update. Thank you @ch100.

    .NET Core will never likely be changed to update (cab/msu) format

    what applications?
    .NET Core applications will not get popular as .NET Framework apps, and will not replace them anytime soon

    Hello! How can I download KB5001027? The new Edge update for Windows 8.1 I can't find the MSU or CAB anywhere

    Is en_windows_8.1_with_update_x64_dvd_6051480 the latest released to public?

    Yeah, but previously the full download for offline use was the July 2019 release while the RTM (or Release Preview as it may be considered) March 2019 has gone missing long time ago except for being made available only for Windows 7 / 2008 R2 on WU.
    Lots of inconsistencies in the .NET Framework releases and updates as we are used with them by now. :D
