You still need to install all time zones updates to have correct timekeeping. For example let's say you do not install the updates, but just on the day the clock changes in the regions affected, you wish to add a couple of clocks to the calendar/clock popup, using the Additional Clocks tab in the date/time properties, to e.g. find out if the current time is convenient enough to call a contact located in these regions. Guess what? The clocks will show you an incorrect time of the target region, until the moment when the un-updated DST timestamp catch up the time.
Hello, there is an update in Windows 8-1 and 8-0, which is marked as optional for the month in which it is released (currently KB2919394 in W8-1 and KB2919393 in W8-0), but (usually) the next month it is moved to mandatory updates and other single one update is released as optional. Could anybody tell me, why this "optionality" shifts from update to update each month and what is this update (or bunch of updates) about? Thanks...

It won't install for me either-not applicable; perhaps their is a mistake in the downloaded msu file because when I extracted the cab it reads "Windows8.1-KB2925384-v4-x86.cab" not x64 even though the msu file is labelled x64.
