    Ahh found it.
    Seems the update has both the non-s14 and spring 2014 versions available for upgrade, as well as all the localized info.
    You are right, it does suggest that 6.3.1.14 is RTM build. No doubt about it.

    Edit: testing proves abbodi1406 correct. It gives not applicable error when you try to install it on pre-2919355 system.

    I updated the change logs for arm, x64 and x86. (not jet done all)
    The next KUC will include the GM update,
    so I put a lot of superseded updates released this month at the beginning.
    They may be useful for all that did not have installed spring update.
    If you want to install the spring update, i found out, the best and quickest way is to uninstall all
    (superseded) updates before you do so.
    I made the mistake to install the first leaked update, and was not able to uninstall it.
    I was not able to uninstall all superseded updates, also.
    The tries result in an corrupted image.
    After /RestoreHealth (sometimes) I managed to install the new servicing stack and 2919355-17031 using dism.
    After that I run Windows-Update-Cleanup (took 2h), that uninstalls the old 2919355 version.
    Then I was also able to uninstall the superseded updates, except two.
    I re-installed those 2 updates and after a reboot I was able to uninstall them also.
    After all I got a clean system. (the old servicing stacks can not be uninstalled)

    BuildLabEx and HAL have nothing to do with base build. The base is always 16384 for 8.1, period.
    Only updated components get higher deltas, from the corresponding service branch.

    if you scrolled down to the end of package_for_kb2941455_rtm, you will see that it reference to package_for_kb2941455_rtm_gm ;)
    so the update can only be applied to s14 (KB2919355) system

    For the sake of certain, that's not necessary :p
    you may notice this:
    Code:
    parent buildCompare="GE" revisionCompare="GE"
    GE= Greater or Equal
    which means that this hotfix applies to 6.3.1.14 or newer versions of 2919355
    i'm just saying :D

    Now I'm really curious... You're probably right, I'm just trying to wrap my head around this stuff.
    It's a bit much to take in. They must just have the previous version so that it can be properly processed or something.

    Just wanted to add that I tested this on a vm and it does in fact error out when you try to run the 2941455 update on a pre-2919355 system.
    So he is correct. Spring 2014 update is required and unless the file is incorrectly categorized, clearly identifies 2919355 as RTM_GM
