    Media Center cannot added to a Windows 8.1 installed from Pro VL media. Likewise, Media Center cannot be added to any Windows 8.1 activated by Volume License.

    1. You need to install from non-VL media (incorporates the 'Add new features' functionality), AND
    2. activate Core/Pro using a non-Volume key (Retail or OEM) first.
    Then you will be able to use 'Add new features' to add Media Center (requires a WMC key). This will bring the Edition up to ProfessionalWMC.

    there is short cut to it

    no need to go back to windows 8 WMC and upgrade to 8.1 and then copy those tokens.dat and data.dat as u see many activation toolkit have in there those in store forlder mostly all these activation toolkit do these arhc..so find activation toolkit in which u can find these or rply me ill upload to file

    Built a new PC, tried some of these methods to activate using old stashed (never-activated) free WMC keys. Didn't get anywhere, phone activation would fail no matter what method I tried.

    Then I tried an already-activated key from that promotion (used only once, by me) and phone activation worked fine! Excellent.

    Sad about my cache of free keys, as it appears they no longer work :(

    Thanks for this tuto. How can I Stop SPPSVC? And how can I activate Windows 8.1 after procedure completed. Thanks a lot for answer

    Thank you I found it. Very nice :)
    I used the exact esd-decrypter-v3.7z tool (from Windows 8.1 with Update ESDs Repository) to create the Win 8.1 wmc iso.
    Does it automatically put the data.dat and the tokens.dat into the iso when creating it ?
    Can't check my Win8wmc VM-installation because because i used kms tool for temporarily activation.

    Because then my MS activation error is not because of missing data/tokens dat. Then I am curious to know why I got MS activation error (you may be victim of software piracy).

    If you decrypted/converted an ESD file with that tool, tokens have been added. Any error appeared? You can compare with the data.dat, tokens.dat and cache.dat from the DISM folder.

    It only adds them if you convert to wim file.
    As far as the potential WAT update pushing a non-genuine status, you can simply run phone activation to fix that: "SLUI 4"

    I think i used option 4 the decrypter tool is offering when you start to use esd decrypter tool. That should be the option that decrypts a wim file first and then an additional iso. I used that iso and installed Win 8.1 with wmc and then installed my personal Windows 8 wmc upgrade key.
    Then i tried to activate via Telephone. MS says: "Maybe you are a victim of software piracy".
    I checked my Windows 8 wmc Key with ultimate pid checker result is : Valid Windows 8 wmc key.

    Can i check inside the Windows 8.1 wmc (IR3_CPWMCA_X64FRER_de-DE_DV9.iso) iso that i created for data/tokens dat ? If so where should i look ?
    If not I will do reinstall and compare data/tokens.dat with data/tokens.dat inside the decrypter tool's DISM folder.

    Hmm, I'll fire up my monthly release in the VM and use one of my personal keys and see if it works.
    I know it has the same tokens as the script package.

    I think i used the key a year ago in another machine. But then shouldn't it possible to activate in another machine by Phone ?

    I will try tomorrow what eric suggested and see what happens. Then i will report back.

    P.S. What is very nice that the maker of the decrypter tool added the generic tokens/data.dat to Dism file.
