    Hm, cannot remember exactly with W8. I also played with an Enterprise en-en and later integrated lp but there was no such mess

    the command to eliminate english's language is for 64bit
    dism /Online /Remove-Package /PackageName:Microsoft-Windows-Client-LanguagePack-Package~31bf3856ad364e35~amd64~en-US~6.3.9600.16384

    now, do you know for 32bit?

    Where do I put langpacks on windows 8.1? Do I need to open folder and chose language and it will auto installed or put langpacks into source folder?

    1. Go t Ru –> lpksetup
    2. You will be taken to a window which will let you add the language pack of your choice.
    3. You will be required to restart the computer once the language pack is installed completely.
    4. You may change your display language through Control Panel languages option.
