But don't you see, buying Windows 8 retail and activate it and then backing up the activation is the closest thing to permanent activation solution you could come.
Heck I could install Vista or 7 right now, activate it and then make backup and restore activation easily.
It doesn't get any better then this. You can't rely on these KMS Servers for good and it's not even certain an offline KMS emulator would ever appear.
Nothing can be taken for granted.

From what I have seen there really isn't anything that stops you from using it. Before I activated I turned the time forward 30 years and could still boot into the OS without nags and use my programs.
I even could with various tricks and fixes change most of the things that needed Activation like Lockscreen images, User Account Picture, Start Screen color etc.

The unactivated system is in Notification mode but pretty much 100% usable.

You get a smaller menu similar to that when you right-click in the lower left corner.

But you didn't found a way to Change start Screen Patterns?
The most stupid Thing is this activation-watermark every 3 hours.

True about the watermark after 3 hours, but I haven't even used my computer for more then 1-2 hours per session so I haven't really seen it with my own eyes yet.
From what I have seen with my own eyes though, the difference from being activated and unactivated is the watermarks and the ability to personalize the things that needs activation. That's pretty much it in my book.
If someone knows anything more that's locked due to not being activated then please come forward.

As for start screen patterns/images, no but I was close to find a way but it didn't work unless activated.
    It was this:

    [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Accent]

    DWORD (32-bit) Value:
    AccentId_v8.00 -Decimal-> 100, 101, 102, ..., 119 (changes Start Screen background picture)

is it windows 8 shutdown a little strange?

You're clickin' Power -> Shut Down, the screen gets off, the coolers work with higher rpm, hdd also working and then system is in power-off status.

    Is it normal this? :)

Shutdown process turn off your LCD/Screen and continue rest of work silently. On laptop, even if you close the lid after clicking shutdown, it will turn off automatically. It is by design to turn off LCD/Screen to preserve electricity/battery as you have nothing of interest during shutdown.

If you are using desktop and multiboot, you would be better off by turning off "fast startup" in power management.

Somewhere in the "change what power button does"; if you still can't find it, I'll post a pic later, now on win7. ;)
