Yes there are options available to activate offline but they are nothing but local KMS server and it is a waste of time because hundreds of KMS will be available online just search through google and MDL and it is the easiest way to activate. No need to go through the lengthy process of offline KMS.
What lenghty process? Pop in iso, use autounatended xml, lean back and enjoy cup of thee. KMS micro only needs to be unzipped and your good to go.
I am with rrohela on this no garantee that public kms will always be so easy to find, Much better to have a VM or a kms micro so you are never dependant of others when you need to reactivate

If you failed activating, then probably : - Using Retail version instead of Volume - You EVER use any hacktivator - Wrong procedure while setting kms site - The kms site is offline [even it's pingable]
I write slmgr.vbs /dlv to my kms host and it says that it is online. Office 2010 and office 2013 both licensed !!!!
If it works for some, it's ok. Don't care about the rest. They probably f**ked up their time settings.
