When ever I re-size the chrome window in the part that gets re-sized it shows black then goes to what it is supposed to be. Is there a way to fix that from happening?

Mine doesn't do that. Are you using a custom Windows mod like start8 or startisback? (anything that could modify the desktop windows manager?)

Sounds like it could be video related possibly too. Not so unlike to the YouTube and disabling the acceleration. For ATI/AMD, maybe try power saving mode on or off.

video drivers up to date? Betas? WHQL? might be something to check too.

You probably have hardware acceleration disabled.
Open a tab and in address bar type "about:gpu" and you will see why that happens.
