Good point! I'm still getting to know my way around the improved interface of Crimson. But I can say with all certainty that my fans on the card are NOT locked at 20%! They do idle at 20%, but are not locked into that rpm state on a permanent basis. How do I know this? MSI Afterburner keeps a very nice history graph for me to examine, and so, I have proof that my system is not affected by any 20% lockdown.
Doesn't happen on my R9 290 either, but the reports are everywhere. The 15.11.1 hotfix(heh) was specifically to address it. Some cards will lock to 20% regardless of temperature and only throttle once they've hit their thermal limit.
