Yes, it is just a fake package and will not leave a trace on WinSxS. It exists to install Microsoft-Windows-Hotpatch-Payload-Package.

It depends on which one BUILD. Latest build of Certificates has been renewed with new Product policy to disable Activation on non-Azure devices. (I have no idea if Hyper-V is included.)
