What is funny is the Actual "Watermark" is just above the red circle Arnie25 drew. I did get to the bottom of this though, it was a hardware issue. Of course I didn't figure that out until after I ran both SFC /scannow and Dism, both found corruption that couldn't be fixed, so since I had an issue with the start menu, decided to do a fresh install from the ISO I had. Reinstalled, updated, didn't see the "Watermark", enabled insider builds, installed Hyper-v, then suddenly the watermark was back again. This time, it was lower than before. It was then, I realized what was happening. I'm running 2 computers through an IOgear GCS72U KVM switch, the second computer has a few different I'm a Windows Insider Wallpapers set as a slideshow (That is why only one was showing the scrolling text / image) The KVM switch isn't fully isolating the video signals, and is overlaying the images. That was crazy for sure, that also explains why I couldn't capture it with a screen capture, as the interference was occurring outside of the machine.
You need to put on lens before you can see it. It is very faint as others said. Sometimes, it requires breaking your monitor before you can see it. You guys are very funny.
