Without knowing to much about the Intel OA2 Tool I assume that using DELL[PE_SC3]2.2 to derive the publickey/pksign/marker is not possible? Any info would be appreciated.

In the archive, there is a file named BiosUpdt.dat. It can be further decompressed & there is an img file. But it can't be opened by standard tools.
This "bios.img" file can be opened and decomposed by andy's phoenixtool, but any acpi tables in modules are sort of compressed or encoded...
I noticed that for one of my computers there was a Win8 BIOS posted, since the keys are posted, and OA 2.2 is similar to 2.1, all that needed is a XML certs? Have any of these come up yet?
Sorry for the stupid question, but what version of the ISO do I need to use these keys? Not working on my current install, which I grabbed from MVLS. Thanks.
Thanks a lot, I could now install it with the keys in the first post. But it's still saying it can't be activated, due to missing OEM license? How do I activate Windows 2012 with the keys in the first post?
