System file checker didnt solve problem, there is no conflict with startup applications, system restore and registry backup also didnt help. The only program I recently installed is new tts voice, so maybe that caused problem. Is there any way to find original file on internet and to try to replace corrupted file manually?

I didnt delete any voice file, I installed new voice and then problem appeared. I tried to reinstall it, but that didnt help.
Maybe clean you Registry with any decent tool, like CCleaner or Auslogistics, then scedule a full CHKDSK to run at system boot.
