Really? It's a timestamp not a timezone.
The files have to have the owner's timezone stamped in a timestamp independently of others timezones no?

 

Or maybe he updated wumt on the 16th and uploaded it on the 17th?

I got the same zip file downloaded and saved yesterday on Jan 16 utc -06:00 in my drive...

 

Could he have updated wumt then again on the 17th and not change the version?

 

Are you saying the files, if you open the Drive link just now, show a timestamp as Jan 17, 2022?
