Because the main build ? Also in win8.1 changed the main build. So it can be win8.2. (in Update 1 changed sub build and also in Update 2 if it will be).
If they push the update through the store it'll be 8.2 with a higher build number, if they push it through Windows Update it'll be Update 2 with a higher delta number (9600.XXXXX) I'm pretty sure it will be through Windows Update since it's only a minor update, not like 8.1 was
I don't think so, it will be the new start menu and some other minor changes, much like Update 1 was. The 8 --> 8.1 update was a lot bigger!
if build number 9600 is gonna changed then there must be some new name like windows 8.2 or something else.
