This looks like an unfinished Work-In-Progress app, there's a lot of included debug DLL's and PS scripts (including one that says it can't run on PS 5.1). While you can download it from Store (via rg-adguard), it won't install on W10 22H2. Not that it's supposed to, but most default Apps aren't very OS-specific. I'm guessing it's a repackaged non-UWP app.

This time imo it would be better to update the W10MUI project too, considering the improvements in W10UI were done very fast yesterday v31 followed by v32 very fast) and included a fix for supporting the Win 11 23H2 EP package.
