I just make it into "full" 25398.1 LTSC packages. So, gailium119 or wzl29107 is the right person for your question.

(From what I understand, doing it before remaking the iso, fails because of checksum check)
Install and force the Italian language pack via cmd or powershell

You need Windows\servicing\Sessions\Sessions.xml of each build.

1. The custom policy is for CMGE, nothing to do with language.
2. It's made by disabled SPP service. It'll shutdown in a couple of hours.

Each build is similar, but different. So the Sessions.xml said. Let alone 22000 and 22621 ones are not available.

I am also looking to have an ISO or rebuild an edition of Windows 11 Enterprise LTSC but unfortunately there are no "clear" answers here.

(I'm not looking for everything to be easy, but I'm not getting enough information to be able to do it on my own either)
