Then you only need to replace appraiserres.dll in the USB:\sources folder with the one from a 1703 ISO, removing it from the folder or even renaming it to appraiserres.dll.bak should work too. The xml method to bypass the minimum requirements is not meant for upgrade scenarios, clean installs only.

Do not make similar mistakes. The installation media is USB. or Folder where Windows.iso is extracted. If you are unclear read the first post again.
