I've reported similar sites directly to MS, they replied saying they were indeed scam sites, and they would do whatever they do to have them removed, months later, nothing had been done Either they don't care that much, or they have no power in the country that the sites are hosted

The only thing Microsoft does is warn for these sites indeed ! I think they have the power to do something about it but they spread fear so people will end up buying directly from Microsoft that's their strategy I think
I once reported a Amazon phishing site. Half a year later it has still been online. They do not care! They don't because the one who pays for nothing, is the fool. Not M$ not Amazon.... When it comes to DMCA they violate privacy and local laws. M$ has the power to shut down sites via MarkMonitor...I know examples personally..... In other words: They care for their own interests/capital only.
As it come to Microsoft's Enterprise Licenses, simple fact is, they're not sold legally from any 3.party Company! To get such Licenses on an legal way, you have to have an contract with Microsoft directly! There isn't also any OEM WHO selling the Enterprise Licenses, even not an OEM Manufacturer. Let say you like to get an HP Server plus several Workstation Computers to run all with Microsoft OS, HP will 'help' with get the Licenses and install and configure by seeking the required contract on your name but as HP OEM! It's depend on the config, if the server will use an full Server OS instead of and Server running on Enterprise, that Server license will be an different contract (and pay!)! The Enterprise Versions are clearly NOT for private customers, they are for Companies, Educational Institutions and Organizations etc. only, running on Volume Customer Contracts. Private users could seek such License via such Licensee's but buy in any store!
