I just thought of something after using the windows embedded industry route. Since it hits EOL in July for embedded industry will you be able to use the server updates or do you have to delete all embedded updates or even perform a clean install? So you can switch to using server updates? Or is that question up in the air until embedded industry hits EOL.
Only Windows 8.1 x64 OS versions can make use of the server updates (specifically, Windows Server 2012 R2). Extended support before ESU (Extended Security Updates) support ends October 10, 2023. ESU Year 1 support begins October 11, 2023; Year 2 support begins October 9, 2024; Year 3 support begins October 15, 2025 and ends October 13, 2026. Embedded 8.1 Industry has now set officially, that July 11 2023, is the last day of Extended support for Windows 8.1 Embedded versions. Any prior extended support notices for Windows Embedded 8.1 Industry beyond October 2023 have been redacted, so at present time it sounds like not so good news for Windows 8.1 x86 version users. But still, we'll see....
Why to delete embedded updates? they are 100% the same as Server updates (and previous Windows 8.1 updates) i don't think they will bother to remove Client/Embedded applicability from Server updates after July it will still possible to install updates manually (ESU suppressor will continue to work)

Resolved , so strange and amazing ~~ before installed KB5023790 I try the KB5022352、KB5022899 、KB5023765、KB5025285 / Monthly Rollup Those all runs well after reboot I could install KB5026415 and the other hotfixes not more error code ~~~~
@abbodi1406 not possible to have update from embedded compact 2013 x86 for windows 8.1 32 bits to have a little esu extended after embedded
Hi I'd like to create fresh, updated image of win 8.1. Is it still possible to integrate clean image of w8.1 with hotfixes/sec. updates in Wintoolkit as it was possible before January 2023 or it is much much harder now because of bypassBlue ?
February 2023 and later updates will fail for offline integration (even for Server 2012 R2 image) ESU Suppressor is required (Wim-Integration.cmd) then you can add updates with Wintoolkit
Not sure if ESU Suppressor breaks the sysptrep process, but if not, booting in audit mode, installing the updates, systprep/generalize, then capturing the image should do the job.
