Me too... error 643 on KB4556399. And I don't believe either it's ESU related, but I guess a mistake by Microsoft. I read somewhere to uninstall completely all the versions of Microsoft Netframework, install them again and the problem should be fixed.

"kb4556399 fails with error 643." for me too using 7/32.So I assume it's safe to say that KB4556399 is borked.A few other things: - this NET kb keeps on being reoffered in WU after the usual reboot, and fails to install every time I try... - kb 4555449 "Servicing stack update for Windows 7 SP1 and Server 2008 R2 SP1: May 12, 2020" only showed after rebooting. I think KB4556836 failed for me (I installed like 3 or 4 updates at once) but when I restarted my pc it was listed as successful, anyone else got this? I can't install KB4556399 as everyone else in this thread as well.
i have this error installing kb4552921 CustomAction CA_ESUValidate_amd64 returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox) i dont know if this can be relevant
