Greetings! This may be of interest to some. Initially, (2) of the Systems I ran the dotNET solution on worked and (2) failed. After some poking around I realized that the entire FilePath, including the optional command string (/msioptions) was greater than 364 char based on where I was running the solution. The PASTE operation into the ShortCut's TARGET string terminated at 364 char without saying anything. When I applied the change, it worked fine... not realizing that the total TARGET string had been truncated at 364-char. Once I realized this, I ran the fix from a much shorter FilePath and the two failed Systems worked just fine. This is what's called seeing the forest through the trees <duh...>. I had the same issue but after I installed kb4552921 the .net windows update installed. After that, the service stacking update appeared and also installed. Try updating dot net via windows update now.
Now, a miracle has happened! KB4556399 install failed twice, and succeeded the third time.... I mean, after the third reboot, KB4556399 it is installed, understand that who wants.

i did it with the added line on properties and it is installed successfully but i dont see the mssg on windows update history
None. I did not modify any packages. If you're referring to how I've gotten the custom action dll: just by watching the file activity using sysinternals procmon and capturing that dll quickly during execution of msiexec.
