Windows 7 is very flexable with administrator thing if you disabled UAC then all users are admin you can also add ConsentPromptBehaviorAdmin=0 which will auto-elevate current user if he's in Adminstrators group

That's ntoskrnl.exe version and yes, it's the latest it's normal that security updates components are weeks older, because they test them before release

I had slow reboots after KB5003667, KB5004953 and KB5004289. Disabling a bunch of things in startup seems to have solved the problem.
