I saw it, I just wanted to confirm the error. It happened again on a third try a couple hours ago. I now installed the package manually, which worked fine, and Windows Update shows no missing updates anymore.
I noticed that the Security Monthly Quality Rollup from June 2025 has a lower KB number than the previous one of May 2025. To my knowledge that didn't happen before, at least not since January 2025. I don't know if there is a deeper meaning in it. Windows6.1-KB5061196-x64 Security Monthly Quality Rollup 2025-05 Windows6.1-KB5061078-x64 Security Monthly Quality Rollup 2025-06, has lower KB number than previous rollup
It's normal. Microsoft does this for the Out-of-band (OOB) updates. Guess this may be due to how they assign KB IDs. When you check the catalog details, you'll find out 2025-06 is the latest.
Good job. I run into this same problem on occasion with MU downloads failing. I immediately go to manual download & install. Continues to work for me. I mostly use WU like an alarm clock to let me know when an update is available then I use the manual download & install method to save time & heartache. Again, well done.
But these are regular updates (Security Monthly Quality Rollup) on schedule and not Out-of-band (OOB) updates and never noticed that before since November 2024 where you have to use Windows Server 2008 R2 updates to keep Windows 7 up-to-date. On June Patch Tuesday I couldn't get KB5060996 (Cumulative Security Update for IE 11 for Windows Server 2008 R2 x64) installed. I kept getting an error message saying I needed to update a module. I checked and double checked that I had downloaded the correct KB file. I even wasted time searching on-line for the mentioned module on Microsoft "help" pages. I finally gave up, thinking it was my error in some way. Then I came here to MDL today and checked Sinclair zx81 's post (as I always do on patch Tuesday since we both download the same update files) and I saw that he had installed KB5060996 without any problem. So I tried again a few minutes ago...and this time it installed without a hitch. I have no idea why it wouldn't install on Tuesday. I had rebooted, checked the KB number etc. etc So thanks to Sinclair ZX81 for his post which led me to try again.

I discovered that, since March, no updates for the MRT are offered on Windows Update if patched to Server 2008 R2 with ESU. Tonight, after making a 2020 Windows 7 ISO, I discovered it was being offered on non-patched, non-ESU-enabled Windows Update (i.e. stock Windows 7 WU). Updates are also listed on the Catalog for Windows 7, Server 2008 and 2008 R2. What is the issue? Can it be fixed?
MRT is also not offered for a real Windows Server 2008 R2. The detection rules for 2008 R2 are missing from Windows Update metadata, though the rules for Windows 7 and Server 2008 (non-R2) remain. Probably an error on Microsoft's part.
The issue is also present on Server 2008. Vista patched to Srv2008 also offers February version 5.132, while it should offer 5.134. I guess they just broke Server versions. Other than that, it actually lets you install it on Vista, but it won't run saying the version isn't supported.
Please install KB5012632 and make a screenshot of Control Panel->System and Security->Windows Update->View update history I see a empty page only... I've solve it.
